Charter of the Azure Empire Edit

Preamble Edit

We the undersigned members do hereby pledge to obey the charter of the Azure Empire and to aid and protect all members of the Empire.

Article I: Admission Edit

Any nation wishing to join the Azure Empire will take a pledge of loyalty to the Emperor and the Empire and provide any information requested and be approved by Internal Affairs.


Article II: Government of the Azure Empire Edit

Section I. The Emperor

The Emperor is the head of the Empire. The Emperor has sole power over the actions of the Empire and reserves the final say over all matters within the Empire. The Emperor may create or remove offices and officers of the Empire and reserves the ability to veto any proposal passed by any of the Committees. The Emperor shall also control the Imperial Bank. The Emperor serves for life or until resignation. A successor will be chosen by the Emperor or if no such successor is chosen at the time of the Emperor’s leaving of power, the Viceroys will chose the next Emperor with a unanimous vote.

Section II. Viceroys

There will be three Viceroys in existence unless the Emperor sees fit to either add or remove Viceroy Offices. Each Viceroy will head their own Committee and will report any and all actions taken by their respective Committee to the Emperor. In addition to running their respective Committees the Viceroys will oversee the day to day operations of the Empire. Each Viceroy will appointment a member of their committee to be chairperson. Should the Viceroy be needed during a period of absence the chairperson will assume the power of the Viceroy until the return of the Viceroy or told to stand down by the Emperor.

Subsection A. Election of the Viceroys

Viceroys will serve for a period of two months. For the first two month cycle, the Viceroys will be appointed by the Emperor. At the end of the two months all three Viceroys will be up for election. The election shall be held in a private forum with a simple majority determining the winner of the election for each individual office. Any person that has been elected Viceroy may serve and run for reelection for as many terms as they see fit.

Subsection B: Abilities of Viceroys

The Viceroys have the ability to appoint members to the various Committees they head to assist with the creation and carrying out of the Committee’s policies. They also hold veto power over any motion under consideration by their respective Committee, though any veto may be overturned by the Emperor. Viceroys also retain the ability to remove members from their respective Committee’s at any time. The Viceroys may also implement any changes to their Committee that they see fit. This ability however does not include the dissolving of said Committee. Any and all of these abilities may be superseded by the Emperor.

Subsection C: Limitations of Viceroys

At any time the Viceroys may not perform any of the following actions:

  • Prevent or interfere with any order that the Emperor may give
  • Prevent or interfere with any action taken by the Emperor
  • Overrule or supersede the Emperor
  • Perform duties or tasks given to other Viceroys or Committees without either the permission of said Viceroy or Committee or the permission of the Emperor


Section III: Committees

At the ratification of this charter there will be in existence three Committees. These Committees shall be tasked with the creation of the polices of the Empire. All Committees are subjected to the direct oversight of the Emperor who retains the ability to supersede any and all policies or appointments.


Subsection A: Responsibilities of the Committees

The Committee on Foreign Affairs The Committee on Foreign Affairs will be led by the Viceroy of Foreign Affairs and shall consist of any members that the Viceroy of Foreign Affairs or Emperor sees fit to appoint to it. The tasks of this Committee are as follows:

  • Creation of embassies and diplomats between the Empire and other alliances
  • Creation and evaluation of treaties between the Empire and other alliances
  • Negotiations between the Empire and other alliances
  • Sign and accept treaties between the Empire and other alliances
  • The creation and upkeep of an Empire News Service that will spread word of the glory of the Empire to the Cyberverse

The Committee on War The Committee shall lead by the Viceroy of War and will consist of the Viceroy and several Generals, each in command of their own regiment. These Generals may be appointed by either the Viceroy of War or the Emperor. The tasks of this Committee are as follows:

  • The creation of a regiment system where member nations with similar strengths will be grouped together for a more efficient fighting force
  • Creation of war plans for the Empire
  • Creation and oversight of any and all war drills deemed necessary for the survival of the Empire
  • Approval of any and all wars initiated by member nations against unaligned nations. No wars against an aligned nation shall be approved by the Committee except with the permission of the Emperor
  • The creation of any offices that it sees fit for a effective war machine
  • Will be responsible for handling any and all wars the Empire is involved in

The Committee on Internal Affairs The Committee on Internal Affairs shall be led by the Viceroy of Internal Affairs and shall consist of any members that the Viceroy of Internal Affairs or the Emperor sees fit to appoint to it. The tasks of this Committee are as follows:

  • The recruitment of new member nations to the Empire
  • Upkeep of the Empires forums such that no topics violate the terms of the forum and to prevent the forums from becoming cluttered.
  • Intra-alliance communications so that members of the Empire are well informed on the actions of the Empire
  • Counterintelligence activities to prevent foes from obtaining valuable information from the Empire.
  • Will serve as jury in all trials that are brought forth against member nations

Subsection B: Limitations on the Committees At any time the Committees may not perform any of the following actions:

  • Prevent or interfere with any order that the Emperor may give
  • Prevent or interfere with any action taken by the Emperor
  • Overrule or supersede the Emperor
  • Perform duties or tasks given to other Committees without either the permission of said Committee or the permission of the Emperor

Article III: Other Offices Edit

Section I: The Imperial Bank At the ratification of this charter there will be in existence an Imperial Bank. This Bank shall be tasked with the creation of all financial programs and policies within the Empire. The Bank will be under the direct control of the Committee on Banking and the Emperor. The Bank and all of officers of the bank are subject to the direct oversight of the Emperor and the Emperor alone, who retains the ability to supersede any and all policies or appointments

Subsection A: The Banking Committee The Banking Committee shall be lead by the Emperor and shall consist of any members that the Emperor sees fit to appoint to it. The tasks of this Committee are as follows:

  • Develop a financial system for the Empire
  • Create programs to expand the strength of the Empire
  • Coordinate with the Viceroys so that any financial aspects of any of their policies are fulfilled.
  • Ensure that all funds that are due to the Imperial Bank are received. If all funds are not received in a timely fashion or an adequate explanation as to why the funds are late, the Banking Committee is to coordinate with the Committee on War to perform a repossession of said funds.

Subsection B: Limitations on the Banking Committee At any time the Banking Committee may not perform any of the following:

  • Prevent or interfere with any order that the Emperor may give
  • Prevent or interfere with any action taken by the Emperor
  • Overrule or supersede the Emperor
  • Perform duties or tasks given to other Committees without either the permission of said Committee or the permission of the Emperor
  • Deny any member of the Empire funding without good reason
  • Interfere with any financial transactions that members may make without going through the Imperial Bank, though the Bank may assist in these transactions if asked.

Section II: Diplomats Diplomats are to be appointed or removed from their positions by either the Committee on Foreign Affairs, the Viceroy of Foreign Affairs, or the Emperor. Diplomats will be able to sit in on and advise on any meeting involving the Committee on Foreign Affairs. However, unless they are a member of the Committee itself, they will have no vote on any legislation that comes before the Committee.

Subsection A: Abilities

  • To create and maintain good relations with other alliance
  • Propose treaties between the Empire and other alliances
  • Analyze any treaty proposed by the alliance(s) they are assigned and inform the Committee on Foreign Affairs of their analysis when submitting the treaty to be decided upon.

Subsection B: Limitations

  • Prevent or interfere with any order that the Emperor may give
  • Prevent or interfere with any action taken by the Emperor
  • Overrule or supersede the Emperor
  • Perform duties or tasks given to other Committees without either the permission of said Committee or the permission of the Emperor
  • Accept or reject any treaty presented to the Empire, all treaties will be decided upon by the Committee on Foreign Affairs

Section III: Generals Generals are to be appointed and removed by either the Emperor or the Viceroy of War. Each General will be in command of their own battalion and sit on the Committee on War.

Subsection A: Abilities and Responsibilities

  • Create and maintain a list of all members of their battalion. These lists shall include any data on members that the General, Viceroy of War, or Emperor believes would make for a more effective war machine.
  • In preparation of or during times of war shall create and maintain a list of targets for their battalion.
  • Ensure that any member that requires military assistance receives it.

Subsection B: Limitations

  • Prevent or interfere with any order that the Emperor may give
  • Prevent or interfere with any action taken by the Emperor
  • Overrule or supersede the Emperor
  • Perform duties or tasks given to other Committees without either the permission of said Committee or the permission of the Emperor
  • Refuse military aid to any member of the Empire without the direct of either the Viceroy of War or the Emperor


Article IV: Expulsion from the Empire Edit

At any time, when a member feels that another member of the Empire has violated a law or has performed an unforgivable action, they may ask for the expulsion of said member in the Committee on Internal Affairs forum. The Committee will then decide if the case has merit. If the Committee decides that said case has enough merit to warrant a trial, then the trial will be held with the entire Committee on Internal Affairs acting as jury. No member of the Empire will be charged with any crime ex post facto.

Possible crimes that members may be accused of include but are not limited to:

  • Prevent or interfere with any order that the Emperor or high ranking member may give
  • Prevent or interfere with any action taken by the Emperor or any higher ranking member
  • Overrule or supersede the Emperor or any higher ranking member
  • Take military action against a member of Empire without consent of the Viceroy of War, the Committee on War, or the Emperor
  • Aiding any enemy of the Empire
  • Spying on either the Empire or any other alliance

The Emperor also reserves the power to expel any member he/she sees fit to.

Article V: Amendments to the Charter Edit

Any member of the Empire may propose an amendment to the charter at any time. The proposal will be made in the Viceroy general forum will it will be considered and voted upon by the Viceroys. To pass an amendment to the charter, the amendment must secure a unanimous vote from the viceroys. While deciding on the Amendment, the Viceroys should explain any and all disagreements they may have with it so that if it fails to garner enough votes, the author of the bill may alter it and resubmit at a later date. The Emperor reserves the right to amend the charter as he/she sees fit.
