The Byzantine EmpireEdit
The Byzantine Empire is a minor, un-sanctioned alliance in Cybernations. It is currently recruiting members from any and all colors whether they be newer or older players.
The Byzantine Empire was founded by three former-Legion members: MuaDib, Conrad von Himmler, and Klaus von Ausburg. The three appointed Conrad von Himmler, the largest of the three, to be the new alliance's Emperor. The next day all three resigned from the Legion citing differences in opinion and a general dissatisfaction with the way the Legion was run, and operated.
The Byzantine Empire is a non-partisan alliance, aimed for peace and unity It believes strongly in personal rights and responsibility, and even though it is called the "Byzantine Empire" it is only in name. The Byzantine Empire is actually highly democratic, its charter calls for general voting on all issues. Recently the Byzantine Empire returned to Purple after having been a Maroon alliance since December.
When the founders left the Legion, they sited the large amounts of red tape as a grievence, and so the Byzantine Empire operates with very little red tape as possible, positions are limited, and because many issues are solved through popular vote, there is no need for a large central government.
Even so, the Empire still has a centralized body (the Inner Consul) to keep track of the activity of the alliance as well as operating as the foreign relation body. It is made up of a few important pieces.
DA BAE, Conrad the liar, is Emperor for life (hence the term BAE), a title given to him by the founders. He operates as a small portion of the executive duties granted to the Inner Consul. He can be removed by either popular vote, or a vote of no confidence by the Inner Consul. Even so, he has proven so far to be an effective, fair, loyal and progressive leader, bring no grievences from the Byzantine Public.
Klaus von Ausburg,mr.whaley and kingmorton (and to an extent Conrad von Himmler) were each crowned a Baselious, or King. These operate within the Inner Consul, but also as the platoon leaders. Any member can be made a Baselious when the other houses become too large. It is a high honor, but like the Emperor can be removed. On May 17, 2007 TMAC721 was crowned Baselios of the Aegean after the Triple Entente was annexed by the Byzantine Empire.
The Byzantine Empire has a few other members of the Inner Consul who all operate to maintain a stable Alliance. These include the Minister of the Domestics (Megas Domesticus), Minister of Defense (Megas Kataphractoi), and the Prime Minister (Megas Primus). Originally there was only the Megas Primus and the Megas Domesticus, but the Alliance voted to add the Megas Kataphractoi as a permanent position. Each of these Ministers has a small body that works under them, at their appointments. They are not permanent positions, and the alliance will hold elections every two months, or when a vote of no confidence is passed.
The Byzantine Imperial CharterEdit
As dictated by the Founders of the Imperial Realms of Byzantium, October 28, 2006, the Charter of the Byzantine Empire, as commiossioned by Emperor Conrad I, and Dictators Klaus of House Nikaea and MuaDib of House Thessalia.
Article I: Statement of Intent: The Byzantine Empire is founded on the principles of Democracy and the true freedom of speech. Its members all realize the importance of their right to decide their own fate, and are interested, through common faith, in the prosperity of their brethren as well as their own nations. The Byzantine Empire is founded on the principles of Peace and security without war, though she remains ready to defend her loyal citizens and the Republic for which she stands for. The Byzantine Empire stands to improve Maroon-Purple relations through diplomacy, and friendly attitude. States of the Byzantine Empire recognize purple nations as a natural ally, as well as a roll model for the new sphere of influence. Lastly the Byzantine Empire wishes to eventually, through diplomatic means, build a Maroon Economic Block so that nations in the Maroon sphere can enjoy the freedom of trade open to other colors of longer standing.
Article II: The Inner Consul, and Domestic Politicking: II.i: Structure: The Inner Consul, the leading body of the Byzantine Empire will be made up of the following positions: - The Emperor (2.5 votes + tie-breaker vote) - The House Leaders (1 vote each) - The Popular Demand (2 votes) - The Prime Minister (1 vote) - The Home Minister (1 vote) - Ministers of War (1 vote each during war) Each of these positions will be assigned a number of votes stated earlier in this section. It is the job of the Inner Consul to make the decisions of the Byzantine Empire, these decisions will range from simple dispute Trials to War declarations.
II.ii: Functions: The Inner Chamber has several functions listed below to ensure that the Byzantine Empire remains a democratically run alliance-state. It is only through democracy that the Empire can remain pure of oppression found in other alliances. II.ii.a: Laws: Laws must be passed by a simple majority of ½ of the Popular Vote as well as ½ of the Inner Consul’s vote. A Law can also be passed with a 2/3 majority of the Popular vote despite what the Inner Consul votes. A Law passed in such a way can be vetoed by the Inner Consul (excluding the Popular Demand’s automatic votes) by a unanimous decision. A Law cannot be passed by the unanimous decision of the Inner Consul. II.ii.b: Charter Amendments: The Charter can be amended by a 2/3 majority in favor in the Popular Vote as well as ½ of the Inner Consul vote, given that the Emperor has approved of the Amendment. An Amendment vetoed by the Emperor can still be passed by a 2/3 majority in the Popular Vote as well as a unanimous vote (excluding the Emperor) in the Inner Consul. II.ii.c: Unconstitutionality of a Law/ Amendment: If a member of the Byzantine Empire feels that a Law or Amendment is unconstitutional, he can start a petition to have a vote to remove the law. To remove a Law a 2/3 majority of the Popular Vote as well ½ of the Inner Consul must agree with the removal. In the case of Amendments of/or Articles a ¾ majority of the Popular Vote and a 2/3 majority of the Inner Consul must agree with the removal. The Emperor must approve of Amendments, but can be overturned by a unanimous vote of the Inner Consul (excluding the Emperor’s votes) II.ii.d: Changing a Law/Amendment: In less extreme cases it is possible to simply change a Law/Amendment through the same process of petition then vote. For a Law to be changed ½ of the Popular Vote as well as ½ majority of the Inner Consul. For an Amendment it requires a 2/3 majority of the Popular Vote as well as a 2/3 majority of the Inner Consul. The Emperor does not need to approve of the Amending of an Amendment. II.ii.e: Ministries: The Inner Consul acts as the Ministries of: - Defense - Domestic Affairs - Aid - Foreign Affairs - Trade It is the Inner Consul’s job to ensure that all of these tasks are fulfilled with as little red tape as possible to ensure an efficient, democratic system.
II.iii: The Emperor: The Emperor runs the Byzantine Emperor as both the Head of State and the Head of Government. He is the personification of the Empire, and thus must act accordingly. He realizes that his actions in the Cyberverse will be interpreted as the actions of the Empire as a whole. As of October 28, 2006 the Emperor is Conrad I, Leader of House Thracia. This position is held for life, but he realizes that he has an obligation to fulfill to the people, and can be removed at any time, for good reason, by popular demand or revolution.
II.iv: The Houses: A House of the Byzantine Empire, reflects the different sections of the Army. Each House is lead by a “Baselious” who holds his position for life. II.iv.a: Membership: Members of the Byzantine Empire are assigned a House when then join the alliance. But this assignment is not permanent. For the sake of keeping Houses balanced, members are moved around as to keep the houses on even footing. This means no one Baselious can over power another. II.iv.b: House Foundings: New Houses can be created through two means. First is the appointment by the Emperor. The Emperor can decide, when membership becomes high enough, to create two new Houses and appoint new Baselious’. These new Baselious’ must be approved by simple majority in the Inner Consul, and must go through a background check to ensure the safety of the Byzantine Empire. A New House can also be created by Popular Demand. If the people of Byzantium feel that one individual has proven himself or herself beyond the normal demands of a Byzantine citizen, they can be placed on a waiting list with a ½ majority in the Popular Vote. The Emperor cannot appoint his own new Baselious while a member is on the waiting list. This ‘Popular Baselious’ must still be approved by a ½ majority in the Inner Consul and must still go through a background check. II.iv.c: House Charter: A Baselious must provide a charter for his or her House. A House Charter can provide certain things that The Charter leaves up to individual members. Persons unhappy with a House Charter may file a complaint with the Inner Consul, not the Baselious in question. Over-all, though, a House Charter cannot remove rights guaranteed by The Charter. II.iv.d: House Census: In order to ensure the equality of the Houses, a Baselious is forced to turn in a House Census at the beginning of every month. Members will be moved around according to this census. Members will not be placed into certain Houses for any reason. This ensures an equality amongst the Houses and the Baselious’. II.iv.e: House Independence: A Baselious is in charge of his House. He can appoint his own ministers and commanders to ensure it runs smoothly. Houses are not effected by the decisions of other Houses, and a Baselious cannot run two Houses. The House Charter of one House cannot effect another. II.iv.f: Hippy House: Nations of the Byzantine Empire that do not accept war as an option will be placed into the ‘Hippy House.’ This house will have no Baselious, instead having a democratically elected ‘Archbishop.’ They will be in charge of war aid to warring Byzantine Troops as well as being the peaceful face of the Byzantine Empire. It is important for them to spread friendship to the other alliances through good deeds. They will not have to submit a House Census, but must ensure that all nations in the House do not accept war as an option.
II.v: Popular Vote and The Prime Minister: Members of the Byzantine Empire value their freedom above anything else. It is because of this that they vote in Popular elections and votes. It is very important for all members to vote when available, or the Empire cannot function, or will not function to the standards envisioned upon its creation. II.v.a: Prime Minister Vote: At the beginning of each two month period, the Inner Consul will begin the vote for Prime Minister. Members of the Empire (excluding the Emperor and any current member of the Inner Consul) can both run and vote for the position. It is important for all Members to vote because the Prime Minister is both our leading Foreign Minister as well as an extra voice for the People in the Inner Consul. II.v.b: Running for Prime Minister: Any Member of the Byzantine Empire can run for the position of Prime Minister. But before they can they must be nominated by someone other than themselves, and someone not only running. They must then have a background check and prove they have at least 5 supporters. A Member who has already served as Prime Minister cannot run again, nor can anyone already in a Inner Consul position run for Prime Minister. Those running for the position will have a week to debate, campaign and try to gain support from their peers. II.v.c: Removal of the Prime Minister: Any Prime Minister found by the Inner Consul can be removed by a ½ majority in the Popular vote as well as a ½ majority vote in the Inner Consul (excluding the Prime Minister himself) will be removed, and an election program will begin immediately. Members not part of the Inner Consul may start a petition to have a Prime Minister Removed. This requires only a 2/3 majority from the Populous to be approved. Like the case above, a new election campaign will begin. A Prime Minister may at anytime step down from his or her position. In this case, like those above, a new election campaign will begin immediately. II.v.d: Prime Minister Functions: It is the job of the Prime Minister to function as a representative of the People of Byzantium to the Inner Consul, even though the Popular vote has its own number of votes, the Prime Minister will be able to relay information between the People and the Inner Consul. He or she will also act as the lead Foreign Minister.
II.vi: Home Minister: The Home Minister works to ensure the internal efficiency of the Byzantine Empire. It is his or her job to control the flow of Aid, Trade and Recruitment with in the Empire. It is understood that this is not an easy task, so the Home Minister can create a small cabinet of members to help them. This cabinet does not require approval as they are not granted a vote in the Inner Consul. The Home Minister is elected by the Populous through a ½ majority, and then must be approved by the Inner Consul by a ½ majority as well as completing a background check. A new Home Minister will be elected at the beginning of each two month period.
II.vii: The Defense Ministers: Any House Baselious can become a Defense Minister during a time of war. This positions exists only during times of war. The Inner Consul appoints a Defense Minister for each front of warfare. In this case, every alliance we are at war with counts as a front. It is there job to keep track of progress on that front. At the declaration of peace with that alliance, the corresponding Defense Minister is automatically dismissed, and resumes his or her normal duty as Baselious. During their time as a Defense Minister they do not lose their Baselious vote.
Article III: Foreign Affairs of the Byzantine Empire: III.i: Open Diplomacy: The Byzantine Empire is willing to talk diplomatically with all alliances that come to her in with good intentions. It is the strong belief of the Byzantine Empire that diplomacy is a far more effective and desirable way to end conflicts. III.i.a: Embassies: No alliance will ever be denied an Embassy within the Byzantine Empire as long as the Byzantine Empire is granted the same right in the other alliance. We believe this promotes diplomacy over war when it comes to settling minor problems between alliances. We also believes this helps prevents minor conflicts from turning into major ones. If an alliance does declare war on the Byzantine Empire, for any reason, their embassy will not be shut down to ensure communications between the Byzantine Empire and her would-be enemies. We hope that the same will be granted to the Byzantine Empire.
III.ii: Alliances: The Byzantine Empire believes that alliances play a very important role in the Cyberverse, and believes that they are sacred documents that prove the trust and friendship between her and any of her would be allies. III.ii.a: Mutual Aggression Pacts: The Byzantine Empire refuses to sign any M.A.P agreements. The concept behind a Mutual Aggression Pact is against the beliefs of the Byzantine Empire. III.ii.b: Mergers: The Freedom and Independence of Byzantine Members is first on our mind, the Byzantine Empire will never merge into another alliance, though is willing to accept the merger of other alliances into the Empire. In this case, annexed Members will be assigned to special Houses based around the annexed alliance. These special Houses will be lead by former leaders of that alliance and will always contain members of that alliance. These Houses may secede at anytime for any reason.
III.iii: Maroon Senate: The Byzantine Empire is a naturally Maroon sphere, and its members are pressured to join Maroon. At the same time we understand Maroon is a new sphere group, and will remain out of the Maroon sphere until we have situated ourselves within the sphere. Our goal is to create, with the other Maroon alliances, a strong Maroon economic block, based on free trade between the alliances.
III.iv: War: The Byzantine Empire is a peaceful alliance based on principles of gain through diplomacy. III.iv.a: Neutrality: The Byzantine Empires wishes to remain neutral in all conflicts unless attacked or provoked to attack for what ever reason. We wish that this never have to be an issue, and we ask that the neutrality of the Byzantine Empire be abided by the other alliances both small and large. III.iv.b: Unsanctioned War: We understand that sometimes mistakes happen. In this small gesture single attacks against the Byzantine Empire will not result in any war. Instead diplomatic discussion will be the primary means of achieving peace as well as reparations for Byzantine Members. If the aggressor is a Byzantine Member, we wish for the defending alliance approach us with the problem so that the Byzantine Empire can sort it out. We do not tolerate our own members waging war against a third party. We understand it is their right to wage war as they see fit, but they will not be allowed to hide behind the Empire if they start losing. Any Byzantine members who decides to wage war without just cause will be left on their own for the entirety of the conflict. They will receive no support from the Empire like they would if attacked. III.iv.c: Sanctioned War: In the case that war is forced upon the Byzantine Empire, our members pledge support to each other as well as their Houses. They will fight to the end, and accept the results that follow. Even so, we will immediately try to diplomatically resolve any major conflict involving the entire Empire. It is our goal to solve the problem and work it out without any major bloodshed having to be made by members of either alliances. III.iv.d: Declaring War: The Byzantine Empire can only declare war on another alliance with a 2/3 majority vote in the Popular Vote and a ½ majority in the Inner Consul. The Emperor must support the war for the alliance to go to war. If war is declared on us, it is to automatically be assumed that the Byzantine Empire has voted to go to war. To vote for war the Byzantine Empire demands two things: a just cause and an ally. We believe wars are not waged alone, and thus we must have an ally and a infringement of our rights as an alliance to make the move toward war. III.iv.e: War Mediation: The Byzantine Empire is always willing to mediate the problems between any two parties in conflict. This is non discriminate whether the warring parties are two alliances, two nations or any combination of nation and alliance wars.
Article IV: Internal Affairs: IV.i: Trial By Jury: Byzantine Members are ensure the right to trial by jury of there peers before being expelled or punished for any reason. The Jury will comprise of a group of the defendant’s peers and the Inner Consul. Offenses that led to Trial by Jury include (but are not limited to) unsanctioned war, divulging of information to other alliances, duel alliance membership, and the support of rogue nations. The Byzantine courts can also be used by the international community in deciding cases against rogues or against alliances or individuals. In the cases of domestic trials it will always be Byzantium vs. NationX. Thus a member of the Byzantine Empire cannot sue another member, and must bring the problem up with the Inner Consul or his or her Baselious. International cases will be given appropriate names. International juries are available upon request. IV.ii: Color: The official color of the Byzantine Empire is Maroon, though members are allowed to remain any color they wish. Certain Houses might force Maroon as an official color. Purple is also widely accepted as Purple is the natural ally of Maroon. It is also understood that Purple offers more trade possibilities than Maroon at the present time. Eventually Maroon will be made compulsory by future law. This will ensure a strong Maroon Economic Block.
IV.ii.b: By amdenment, passed by both the Inner Consul and the Byzantine Populace:
Dealing with Future Members: From hense forth, any member of the Byzantine alliance must change their color to Maroon within a week of joining the Empire. The purpose of this is to finally fulfill the initial charter of the Byzantine Empire seeking unity within the Maroon Sphere.
Dealing with Current Members: All current members of the Byzantine Empire shall change their color to Maroon on by Noon on December 17, 2006. This is imparitive to convince new members joining to change their color, and to offer the ability to have unified trade routes and positions within the Maroon Senate. Any member who suffers a loss of trade income can be esured that new trade partnerships consisting of Intra-Byzantine routes can and will be established at the recommendation of the trade minister and the ruler of a specific nation.
Consciencious Obstainees: If a member can give a reason (citing beyond political, personal and astetic reasons) that they should not be forced to change their color, the Inner Consul will diliberate their case, and try to find an alternative solution or render the verdict of "change must happen" or "change does not have to happen."
IV.iii: War Preference: Byzantine Members are strongly encouraged to select “War as an Option” in order to be able to help defend the Empire in a time of war. Members who do not accept war as an option will be placed into the Hippy House, and will lose voting privileges. We believe that those not willing to fight for Byzantium’s survival and defense have not yet earned the right to vote. The only vote of Hippy Nations will be the vote of the Archbishop. IV.iv: Temporary Government: As a new alliance, the Byzantine Empire will function using a temporary government made up of Emperor Conrad I, Klaus von Ausburg and MuaDib, our founding members, until such a time that membership is great enough to ensure the survival of both the alliance and the democratic structure. At that time, which the three founds are obligated to realize, they will step down and assume their grant positions as Emperor and Baselious’ respectively and allow the democratic body of the Byzantine Member as well as the Inner Consul take over and lead the Byzantine Empire to prosperity.
With total knowledge of the above, and a love of democracy, the founders of the Byzantine Empire do by accept the terms represented above, and realize that it is a fluid document, bound to change as the beliefs and values of our member base change, and as our alliance matures.
