In The Philosophy House, there is much room for creative thinking even amongst its civil servants. Civil servants in the nations do not serve a Ministry as is the convention, but instead serve smaller Offices, with similar duties to the conventional Ministries but with a lot more autonomy. There are no Ministries in the nation, only Offices.
Offices of The Philosophy House may initiate long-term projects aimed at the prosperity and security of the nation, and may be approved by Parliament for the project to become the keynote initiative of the Office, hence allowing the Office to allocate a majority of their manpower and resources solely to the project. The most famous example is The Diplomatic Lodge by the Foreign Relations Office.
