[edit] Preamble

We the People of the Colonial Independence Association, in Order to recognize the rights of Our Being, establish Justice, insure domestic tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity. We recognise that the Government may only rule at the Consent of the Governed, and that if Government becomes destructive of these ends, or if it threatens our Natural Rights to Life, Liberty, and Property, it is our Right and Duty as the People to overthrow such a government and establish new Government in its place.

[edit] Article 1: The Executive Branch

1. The Executive Branch will consist of the President, Vice President, Ministers, Ministries, Minister Appointees, Commissions, Better Business Bureau, and other Offices and Appointments that the President deems appropriate. 2. The President shall hold the power to propose Legislation and Treaties, Convene the Senate, call Emergency Sessions, call Acts of War, levy Fees and Dues, confirm Businesses, establish Offices, manage the Military, Appoint Judges, Appoint Public Servants, sign Foreign Acts, sign Legislation, manage Internal and Foreign aspects not delegated to other Offices in the Constitution, and other Powers invested in the Office of the President by the Senate and the People. 3. The Vice President shall head the Senate, manage Senate Meetings, organize Committees, and take the Office of the President in case of Removal, Inability, or Resignation. 4. The Ministers shall head the various Ministries, and shall have full administrative power over these Ministries under the President. 5. The Ministries are the various Divisions of Management in the CIA. 6. The Minister Appointees shall be the Deputies of the various Ministries, underneath the Minister, and shall take the place of a Minister in case of Removal, Inability, or Death. 7. The Commissions will be groups that are made by the Senate in order to investigate or run aspects of the CIA. 8. The Better Business Bureau will be in charge of overseeing the economy of the alliance, registering businesses, ensuring quality, as well as establishing Business Law in the CIA.

[edit] Section 2

1. The First President, Vice President; all Ministers, and Minister Appointees will serve for life. All Presidents, Vice Presidents, Ministers, and Minister Appointees will serve until Resignation, Inability, or Removal from Office (or elections). 2. In a case of Presidential Inability, the Vice President, Ministers, and Minister Appointees must all agree unanimously that the President must be removed from Office due to a restraint of some kind. 3. In the case of Resignation or Removal from Office, the Vice President will take the place of the President. If the Vice President resigns or is removed, Emergency Elections will take place to elect a new Vice President. In the case of a Minister resigning or being removed, the Minister Appointee takes their place. In the case of a Minister Appointee resigning or being removed, the President appoints a new Minister Appointee. 4. For Removal from Office to occur, a member of the Executive Branch must be impeached by a 2/3 majority vote of the People, with a unanimous vote of the Senate.

1. The position of Vice President shall be elected on the first Saturday of every other month starting with January, and shall last 2 days. 2. Nominations for the position will begin 14 days prior to the day of the Election, and shall close at the start of the Election. Debates shall commence 7 days prior to the day of the election, and shall end at the End of the Election. 3. The Vice President Elect shall take Office on the first Wednesday after the Election. 4. After the Resignation or Removal of the First President, the President shall be elected every first Sunday after the first Monday in June. 5. Nominations for the Presidency will begin 31 days prior to the day of the Election, and shall close at the beginning of the Debates. Debates shall commence 15 days prior to the start of the Election, and shall close at the beginning of the Election. 6. Every Nominee for the Presidency must have been an original member of the alliance (having never been in an alliance before joining CIA). 7. Elections for the Presidency will last for 7 days. 8. The President Elect will take the Office of the Presidency on the first Sunday in July. 9. No President may stay in Office for two consecutive terms (defined as time between elections); A Vice President may stay in Office indefinetly.

[edit] Article 2: The Legislative Branch

1. The Legislative Branch will be made up of a 5 member Senate, and a House of Representatives. 2. The Senate has the ability to levy Taxes, impose Fees, confirm Judges, approve Foreign Agreements, approve Constitutional Amendments, establish Laws, Ordinances, and Treaties, establish Committees, and other rights vested in them by the People, by a majority vote. 2a. The Senate must confirm by a 3/5 vote a proposition made and passed in the House of Representatives. A Proposition made in the Senate will be started with S-(number). The number following the S- must be the chronological number following the last Proposition made. For example, the First Proposition in the Senate shall be S-1; the Second Proposition shall be S-2; and so on. 3. The Senate and House must convene in IRC at least once a term together. The official Senate IRC channel is #Senate. 3a. If a Senator or Representative is not able to make it, they may appoint someone in their place that is not holding any Office. 4. The Vice President shall be the President of the Senate, and shall head Meetings and arrange their Agendas. The President of the Senate may suspend a session of the Senate, and reconvene it at a later time. The Senate members must also elect an Officer from the Senate, named the President Per Tempore, and this person shall head the Senate in the Vice President’s absence. The Vice President may not vote in the Senate; The President Per Tempore may. 5. The President may be a part of the Senate to propose new Legislation, Laws, and Amendments, but may not be a voting member. 6. In case of a Senatorial vacancy, emergency elections will occur to replace a Senator. 7. A Senatorial vacancy can happen through Resignation or Impeachment. To impeach a Senator, a majority vote must occur with a majority of 2/3 in favor of impeaching the Senator. Section 2: House of Representatives 1. The House of Representatives shall be made up of elected Representatives from each state. 2. The House may propose new Laws and Ordinances, and may establish its own Committees. 3. The House must confirm a proposition made and passed in the Senate by a 2/3 vote. A Proposition made in the House of Representatives will be started with HR-(number). The number following the HR- must be the chronological number following the last Proposition made. For example, the First Proposition in the House of Representatives shall be HR-1; the Second Proposition shall be HR-2; and so on. 4. The House must convene with the Senate in IRC at least once a term. The official House IRC Channel is #House. 5. The House of Representatives is elected every two months, with Nominations occurring 7 days before the start of Elections, Debates starting 5 days prior to Elections, and with Elections beginning on the last Friday of the second month. They shall conclude in 48 hours, and the newly elected Representatives will take Office on the first Wednesday following Elections. 6. A Quorum of the House of Representatives is made up of 5 Representatives.

1. The Senate will be elected every January, June, and September. 2. Nominations and Debates for the Senate will occur 14 days prior to the start of the Elections. 3. Campaigning for a Senate seat may occur 7 days prior to the start of the Elections. 4. Campaign Teams may only consist of 5 members of the CIA. Political Parties, or a large group of people rallying support around a candidate, or backing a sole agenda as a group, or any form of organized mass political movement to accomplish an Agenda, is illegal. However, protesting something or otherwise showing disagreement with it is allowed. 5. Elections shall occur on the First (1) Monday of the Months specified in 1. They shall last for 2 Days. Early balloting may occur for those that are unable to cast a vote on the Election Day. 6. Newly elected Senators may take office the following Monday.

[edit] Article 3: The Judicial Branch

1. The Judicial Branch shall be made up of a Supreme Court and an Appellate Court. Each Court shall have 5 Judges, appointed for Life. 2. The High Court shall hear all manner of Criminal, Civil, Government, and Constitutional Cases the first time, and shall make a decision on the cases. 3. The Appellate Court shall be the Court of Appeals, and anyone seeking an Appeal on a decision of the Supreme Court comes to the Appellate Court. The decision of the Appellate Court is final. 4. The Chief Justice shall be chosen by the 5 Judges from within their respective Courts, and shall preside over every Trial.

[edit] Article 4: Rights of Nations

1. It is the esteemed Right of Nations to have complete sovereignty over their Nations. 2. Therefore, the government may NOT make a Nation do something unwillingly with their Nation. 3. Every Nation has the esteemed Ability to conduct Business, make Transactions, do Business with Foreign Alliances, establish Independent Enterprises, Companies, and Businesses, develop Money, Technology, and Military Assets, and any other Rights that the Individual should have. 4. Every Nation has the esteemed Right to an equal Education under the Public Schooling System. 5. Every Nation has the esteemed Right to engage in manners of War with other unaligned Nations. 6. Every Nation may choose Currency and conduct Trade with anyone of their choosing. 7. Treason is defined as the Act of Betrayal of one’s Country or Alliance in a time of War.

1. Nations have the esteemed Ability to co-operate in the Capitalist Economy. 2. To register Businesses and Corporations, is an esteemed Right of Nations.

[edit] Article 5: Trials

1. For a trial to occur, there must be an accuser who brings forth the charge to the Chief Justice, a defendant(s) to the charge, and a clear violation of the Constitution or a Law to be shown. 2. The Defendant(s) have the esteemed Right to have someone represent them in the Trial, and be their Advisor. The same goes for the Accuser. 3. The Chief Justice must notify the Defendant of a Pending Trial along with their Rights upon receiving the Charge. 4. The Chief Justice must commence and open the Trial at a minimum of 10 days to a maximum of 15 days of notifying the Defendant. 5. Upon the Opening of the Trial, the Chief Justice shall publicly post the Charges levied against the Defendant by the Accuser. Afterwards, the Accuser will post all evidence against the Defendant, and the Defendant may defend him/her self. 6. After this, the Judges may ask questions of the Defendant, and the Accuser and Defense may call Witnesses to the Trial. 7. After 3 days have passed, the Judges may make a decision concerning the case. They do not have to make a decision once this time has passed. 8. Once the Judges make a decision, the Defendant or Accuser may ask for an Appeal to the Appellate Court. The decision of the Appellate Court is Final, and the Appellate Court is the Supreme Court of the Land.

1. Arrests may be made by the Police against members accused of a High Crime. 2. To have an Arrest Warrant issued, the Police must obtain a Warrant from the High Court. 3. To obtain a Warrant, the Officer in Charge may present all available information via a Message to all High Court members. 4. For a Warrant to be issued, 3/5 Judges at the Least must agree to issue the Warrant. 5. Upon Arrest, the Accused will be restricted Forum and IRC Access, and will be subject to a complete search, interrogation, and review.

1. Every team shall be organized into a state, with a government that is under the federal government. 2. Each state government shall consist of its own legislative and judicial branches. 3. Members of a state government must be a part of the state they are governing. 4. Each state has one representative in the House of Representatives. There will be one additional representative for every ten citizens.

[edit] Section 2: Qualifications for State Creation

1. Each team becomes a state once they have 5 members of the same team in the alliance. 2. Once becoming a state, the citizens of the state must create a written constitution establishing their own legislative and judicial branches. 3. They may also include their beliefs and reason for the founding of their state in the constitution as well.

[edit] Section 3: Purpose of the State

1. The primary purposes of the State are: a. To plan the growth of their citizens; b. To provide a representation for their needs and views; c. To provide a unique community for its members.

[edit] Section 4: The Executive Branch of the State

1. Each state shall have their executive power vested in a Governor. This governor shall be an elected official that must have been a citizen of their state for 3 months. 2. They shall serve terms set by their state constitutions, and shall have their powers derived from their state constitutions.

[edit] Section 5: Restrictions of States

No State Shall: 1. Enter into any Treaty, Alliance, or Confederation; pass any Bill of Attainder, ex post facto laws, or laws contradicting the Federal Constitution or impairing the Obligation of Contracts; or grant titles of Nobility. 2. Levy taxes or fees of any kind on anything. 3. Override the Federal government, and may not disallow federal involvement with their citizens or government.

[edit] Article 7: Amendments to the Constitution

1. Amendments to the Constitution may be made by the Senate. 2. For an Amendment to Pass, it must be unanimously agreed upon by the Senate, signed by the President, and the 5 Judges of the High Court. 3. If an Amendment is brought up by the People, or if the People wish to repeal an Amendment, they may make a vote in the Court to approve or disapprove of an Amendment. 4. Amendments must be added to the end of the Constitution.

[edit] Article 8: Ratification

Rights not established by the Constitution or the Book of Law are given to the Nations; The Constitution shall be the supreme Law of the Land.

The taxation or imposition of fees by government is hereby unallowed.

[edit] Second Amendment

The Members of the Senate must be:

a. Original members of the alliance (having been in no other alliance beforehand) b. Holding no Office of Trust or Profit in the Government.

Presidential and Vice Presidential elections added; President must address the Country once a month.

[edit] Fourth Amendment

The Senate may establish certain Inferior Courts that rule on matters of Law passed by the Senate that do not involve the Constitution; President is Commander in Chief of the military; It is the responsibility of the President to execute the law.

States added; House of Representatives added. Appellate Court is the Supreme Court of the Land; all other courts are beneath it. Amendment process edited to be less corruptable.

The President controls the Armed Forces. No person may hold more than one Elected Office at a time.
