+Zeke+ got tired of large alliance politics and formed his own merry band.

Some of his buddies followed him and picked up the occasional stray along the way.

While we occasionally kill stuff we've been mostly chillin' ever since.

[edit] Article I -- Membership Cardinal Rules

  • Members must be non-affiliated with any other alliance to join.
  • Members must be free of debt and war to become a full member.
  • Full membership comes after an oath, a fortnight, and a challenge.
  • Full members may not declare war without leadership permission.
  • Full members may not trespass on DOOM treaties.
  • Full members must be honorable and civil at all times in all places.
  • Full members always help their DOOM brethren.
  • Full members never leave the alliance within a fortnight of receiving aid or military assistance from their brethren.

[edit] Article II -- Membership Duties

  • Military service is required of all full members.
  • Full members are required to attend all roll calls for their assigned military units.
  • Full members are expected to obtain gainful employment within the alliance.
  • Full members are expected to help their brethren grow in skill and strength.
  • Full members are expected to vote in all elections.

[edit] Article III -- DOOM Government

The DOOM alliance government shall be composed of an elected Grand Master and elected Magistrate council that controls an appointed bureaucracy.

The Grand Master shall run for election in the months of February, May, August, and November. The Magistrates shall run for election in the months of March, June, September, and December. Elections shall start on the first Friday of the designated months. The council shall consist of three members and be raised to: 5 at 150 members; 7 at 500 members; 9 at 1000 members. The Magistrates shall decide internally on the day after election on a Chief Magistrate to head the body. The Chief Magistrate shall administer the Grand Master election. The Grand Master shall administrate the Magistrates election. An Inspector General may substitute as election administrator in cases of dispute.

The powers of the Grand Master are as follows:

  • Appoints and recalls ministers.
  • Proposes laws.
  • Approves basic treaties.
  • Proposes war declarations.
  • Proposes Charter changes.
  • May view the Magistrate voting chambers.

The powers of the Magistrates are as follows:

  • Approves ministry appointments and recalls.
  • Approves laws.
  • Approves basic war declarations.
  • Can veto treaties.
  • Serves as the Judiciary.
  • Can vote in the Magistrate voting chambers.

The powers of the Chief Magistrate are as follows:

  • Has full control of the Hall of Justice for the purposes of maintaining proper order.
  • Serves as a tie breaker vote in short staffed quorums
  • Serves as head of the Judiciary.
  • Initiates and manages Magistrate voting.

The powers of the general membership are as follows:

  • Approves major Charter changes.
  • Approves multi-alliance war declarations.
  • Approves multi-alliance treaties.


[edit] Article IIIa -- Ministries

All ministers serve at the pleasure of the Grand Master and Magistrates. There are no election requirements to fill a ministry post. There are no time controls on ministry positions. All ministry positions are subject to competence review by the Grand Master and Magistrates at any time during the bureaucrat's tenure. All ministry department heads may view the Hall of Justice and other ministry positions may view as dictated by the Chief Magistrate. Ministries may have as many members needed to fulfill their function, however all ministry positions must have a label of expertise.

Ministry of Foreign Affairs: Manages the diplomatic corps, initiates treaty discussions, handles public announcements, and maintains the scribe staff.

Ministry of Growth: Manages recruitment and growth of the alliance. Manages all forms of aid, trade, and education.

Ministry of Technology: Manages forum site, malware investigation, graphics teams, and any other technical requirements.

Ministry of Security: Ensures the security of the alliance from all enemies foreign and domestic. Serves as Prosecutor for the Judiciary.

Ministry of Auditing: Serves the elected leadership by ensuring the competence and integrity of all ministries.

Commandant of the Military: Manages the formation, structure, and training of the military in times of peace. Controls the military in times of war.

[edit] Article IIIb -- Auditing

The Audit Ministry shall assign monitor personnel to all other ministries to ensure competence and effort are virtues of each ministry. The Audit Minister can propose any number of recommendations, including a full recall, to either the Magistrates or Grand Master upon finding evidence of malfeasance or sloth. Actions taken by the Grand Master as a result of an Audit Ministry referral can be overturned with a unanimous Magistrate action.

[edit] Article IIIc -- Inspector Generals

Upon serving two full elected terms as either Grand Master or Chief Magistrate said person may apply to the current Magistrate council for a lifetime appointment to the Audit Ministry as Inspector Generals. Inspector Generals are nominally under, but not controlled by the current appointed Audit Minister. They take case work on their own initiative and time table. Inspector Generals are given free access to all government areas, with the exception of the Security Ministry and Magistrate voting chambers.

[edit] Article IIId -- War Government

Upon approval of a declaration of war by the appropriate body, the government will close elections and convert all government and military staff to for-the-duration appointments that serve the needs of the Emergency War Cabinet. This body shall consist of a triumvirate containing the Grand Master, Chief Magistrate, and Commandant of the Military. They retain full powers of the government until a cease-fire is announced. All actions taken by the Emergency War Cabinet are subject to official review by the fully elected Magistrate Judiciary at the close of hostilities.

[edit] Article IV -- Security and Justice

Members may not spy, hack, or steal anywhere for any reason. Members must submit to Security Ministry procedures all times. Members may not give out private alliance data for any reason. The Security Ministry can prosecute any member for violating security, charter, or behavioral breaches at any time.

Members have the right to justice. All members can submit their case to the Judiciary for a fair hearing. The member is entitled to an open hearing, if desired by the member, in any charges with the exception of alliance security matters. All members may appeal to the Judiciary for a second hearing, on behavioral transgressions only, that comes a fortnight after the first judgment.

[edit] Article V -- Forum Code

The activities of all forum officials shall be governed by a separate Forum Code that shall be posted in full membership view. Members and visitors must all abide by the TOS subsection of the Forum Code as well.

[edit] Article VI -- Charter Changes

Minor wording changes to the Charter shall be approved by a majority vote by the Magistrates, plus agreement by both the Grand Master and Audit Minister. These changes shall be about clarity and not substance.

Major article additions, subtractions, or substantive overhauls must be proposed by the Grand Master, seconded by a majority vote by the Magistrates, and approved by membership plebiscite.

[edit] Article VII -- Rules of War

  • Members must always fly the DOOM colors when in combat.
  • Rogues flying false AA's shall not be given quarter.
  • Members may not retaliate against alliance affiliated rogues until diplomacy efforts are exhausted.
  • Permanent ZI must be authorized by the Judiciary.
  • Members must never launch nuclear weapons in offensive war without Judiciary permission.
  • The DOOM alliance considers defensive war as just reason to use nuclear weapons.
