[edit] Grand Charter of the East India Company
[edit] Preamble
Be it known, that we knowing the prosperity of these cities, and the welfare of their inhabitants depends principally on navigation and trade, which in all former times by the said cities were carried on happily, and with a great blessing to all countries and kingdoms; and desiring that the aforesaid inhabitants should not only be preserved in their former navigation, traffic, and trade, but also that their trade may be increased as much as possible in special conformity to the treaties, alliances, leagues and covenants for traffic and navigation formerly made with other princes, republics and people, which we give them to understand must be in. all parts punctually kept and adhered to: And we find by experience, that without the common help, assistance, and interposition of a General Alliance, the people designed from hence for those parts cannot be profitably protected and maintained in their great risk from pirates, extortion and otherwise, which will happen in so very short a time. We have, therefore, and for several other important reasons and considerations as thereunto moving, with mature deliberation of counsel, and for highly necessary causes, found it good, that the navigation, trade, and commerce, in the parts of the CyberNations world, should not henceforth be carried on any otherwise than by the common united strength of the merchants and inhabitants of these cities; and for that end there shall be erected one General Company, which we out of special regard to their common well-being, and to keep and preserve the inhabitants of those places in good trade and welfare, will maintain and strengthen with our Help, Favor and assistance as far as the present state and condition of this alliance will admit. And whoever shall presume without the consent of this alliance, to sail or to traffic in any of the Places within the aforesaid Limits granted to cities in this alliance, they shall forfeit their ships and the goods which shall be found for sale upon the aforesaid coasts and lands; the which being actually seized by the aforesaid alliance, shall be by them kept for their own benefit and behalf.
[edit] Article I: Membership
Anyone may apply for membership to the alliance as they so choose. The East India Company is an orange alliance however applicants may apply for a color change waiver with their application which will be subject to review by the Council of the Indies who will approve or deny the waiver as they see fit. Reasons to apply for a color change waiver should pertain mainly to a nation’s historical background within their color. Procedure for application include:
- Setting alliance affiliation to East India Company Applicant
- Taking the Concord community oath, then the oath specifically for Cyber Nations.
- Setting color to orange unless color change waiver has been requested and approved.
- If approved set alliance affiliation to East India Company
The East India Company reserves the right to not accept an applicant for reasons that it sees fit.
[edit] Subsection 1
Members are allowed to tech raid nations as they see fit however, the victim nations must not be located on the orange sphere, in an alliance, or under special protection in any form. Nations should tech raid at their own risk, and should do so in an efficient manner.
[edit] Article II: Government and Structure
The government of the East India Company (VOC) will consist of several positions mentioned hereafter:
[edit] Governor General
The Governor General is the figure head and ruling power of the alliance and is instated for a lifetime term or until he should resign from his position; should he resign he has the right to appoint a successor. He also has the right to appoint various leaders of the Company to assist him in its management and direction, and the right to lead the company in a direction that he sees fit guided by advice from the Council of the Indies and the Opperhoofden
[edit] Director General
The Director General shall be second in command after the Governor General and take direction from him. Should the Governor General be absent for a period of time the Director General may be asked to take over the functions of the Governor General position for the specific amount of time allotted by the ruling Governor General.
[edit] Subsection 2
The Director General is also in charge of managing foreign relations abroad as chief foreign ambassador. He may assign ambassadors, create embassies with various countries, and suggest o the Governor General countries to treaty with.

The Director General is elected to office by a majority vote of the East India Company Opperhoofden and Council of the Indies and serve for a two month term.
[edit] Subsection 4
Should the Governor General become unreachable in excess of 10 days without previous public knowledge, the Director General will take over the position of Governor General. Should the Governor General be deleted in-game for inactivity or other-wise cease to be affiliated with the company without naming a successor, the Director General will replace the Governor General in name and title, where-upon a new Director General will be elected.
[edit] Council of The Indies
The Council of The Indies shall consist of three rulers elected to these positions by a majority vote by nations of the company for a term of two months. This council advises and assists the Governor General in the general affairs of the alliance and help in guiding the Governor General in a path they feel best for the country on behalf of the membership.
[edit] Subsection 5
The Council of The Indies is also the justice system within the company which makes sure that the law and procedure is being followed at all times by the government for the good of the people. With the exception of the Governor General, the Council has the right to try any member from the alliance with a 2/3 vote for the following infractions:
- Attacking/tech raiding another nation in another alliance without permission from the governor general, director general or previous instruction.
- Several ignored warnings from the council on actions unfitting of members of the alliance
- A request for a member’s official expulsion by the Governor General
The Governor General may pardon a member convicted by the council should he so desire to do so.
[edit] Opperhoofden and Chambers
There are six Opperhoofden (or leaders) who are in charge of the six membership chambers of the VOC. Upon entry into the VOC cities will be assigned to one of the six chambers of the country here-by known as
- Amsterdam
- Middelburg
- Enkhuizen
- Delft
- Hoorn
- Rotterdam
The purpose of these chambers is to provide membership with a small and focused group of people dedicated to each other and the overall cause of the alliance as a whole. All chambers are responsible for their collective economic growth, military organization, and forum participation. Each Opperhoofden is ultimately responsible for their respective chambers and will collaborate with the Governor General and Council of the Indies about various alliance activities, treaties, and other important alliance information that the membership should have notice of in advance.
[edit] Opperhoofden Appointment(s)
Opperhoofden (Chamber Leaders) are to be elected by a majority of each Chamber as per each chamber’s unique and custom charter system, should no majority consensus be reached, the Governor General has the right to appoint a member of the chamber to the position.

In order to provide better management to each chamber, Opperhoofden are highly encouraged to appoint their own “advisors” or chamber secretarial positions, from members within their own chambers. Chamber appointments include at least the following:
- Military Appointee in charge of the basic military organization of the Chamber in case of war.
- Development Director in charge of basic managing, including chamber growth and organization.
- Culture Director in charge of basic chamber activity on the forums and checking up on chamber members for their in-game status. Not required however, this position would also optimally contribute to role-play information for the chamber on their chamber’s Wikipedia page and/or create graphics for the chamber to use on various occasions.
If secretaries are not appointed, Opperhoofden are expected to embody and execute these positions themselves on a more expanded level. Opperhoofden are the leaders of their respective chambers and are expected to embrace this role of leadership.
[edit] Article III: Autocratic Democracy
All treaties with other alliances and East India Company legislation require a 4/6 Opperhoofden vote, along with a Governor General vote, in favor, in order to pass and be in effect. Without the Governor General’s vote in favor of a motion (or a Director General acting in the Governor General’s place when applicable), a motion will fail. Opperhoofden can override this executive veto with another vote of 5/6 in favor to do so.
[edit] Article IV: Amendments and Future Internal Legislation
Amendments to this charter and additional laws for the alliance may be add if seen fit by the Opperhoofden of the six chambers after consultation with other government members. The membership is allowed to submit a request for an amendment or new law to their opperhoofd who will then pass on the suggestion to the rest of the government. Upon considerable deliberation, the Opperhoofden will vote on the issue and if the vote is a 4/6 majority and receives the approval of the Governor General the issue will pass as law. The Governor General can veto a proposal, which can be overturned with a 5/6 vote to do so from the Opperhoofden
