The Sun symbol represents the nation with the sun rays representing the 8 main provinces (the 8th & 9th provinces, the islands of Nido and Romblon have one ray to represent them). While the three Stars represent the three historical epochs of the nation; pre-hispanic, colonial rule and post-independence.
