NOAH Mission Statement

Nations Of Ascended Honor (NOAH) is an alliance held to the standards of integrity, honor, and respect. Its purpose will not to be a top tier alliance, or even a powerful alliance in any respect. The purpose of NOAH is for its nations to represent their selves and their alliance with dignity, and not political issues. Yes, it will function like a normal alliance, trying to grow to better itself. The imperative shall, however, be placed on honor, not power. For what greater power is there then integrity?

[edit] Article I. Preamble

This document is created to enforce the rights of the sovereign nations of the Nations Of Ascended Honor (hereby referred to as NOAH), an alliance that holds high standards of honor, integrity, and obligation towards the betterment of the Cyberverse. The intent of NOAH is to seek brotherhood between its respective members and to provide for each other in terms of defense, domestic prosperity, international peace, and protection of rights out of mutual respect.


[edit] Article II. Admission and Venerable Congregation

Admission into NOAH shall be determined by the Director of Internal Proceedings. The Director of the Congregation, Director of Defenses, or Director of Internal Proceedings may reject any application of admission within three (3) days of the initial petition for admission.

Applicants who have read and agree to abide by the Charter of Integrity, and who are not involved in any conflict, should immediately change their in-game alliance affiliation to "Nations of Ascended Honor" and add the line "applicant to NOAH" in their nation description. Any applicant engaged in a defensive war will be denied full membership until such time as the conflict is resolved. Applicant may request diplomatic assistance from NOAH, but NOAH members may not actively engage aggressors on applicants' behalf unless said engagement is approved by the Director of the Congregation, Dir. of Defense, and Dir of Foreign Affairs.

All members of NOAH are members of the Venerable Congregation and bound by this Charter.

The Venerable Congregation reserves the right to vote upon all Charter amendments, upon all legislative documents within the political body of NOAH, documents involving a foreign political body, upon all votes of no confidence, and in all elections.

Any member of the Venerable Congregation may call for a vote upon one of the aforementioned, except elections and documents involving a foreign political body, at any time after forty-eight (48) hours of debate has proceeded. Votes shall be held via polls which must be open to the Venerable Congregation for precisely forty-eight (48) hours.

Charter amendments shall be passed by two-thirds (2/3) majority and officials shall be removed from office by two-thirds (2/3) majority in a vote of no confidence.

When concerning documents involving foreign political bodies only persons defined in Article IV as having the power to propose documents involving a foreign political body may do as such. For a document involving a foreign political body, a debate of forty-eight (48) hours must occur. Once such debate occurs the document involving a foreign political body shall be put to vote for forty-eight (48) hours. To be brought into effect, it must pass by a three-fifths (3/5) majority. For a document involving a foreign body to be overturned it requires a simple majority.

Within each poll every member of the Venerable Convention is provided with a single vote. In the case of several nations belonging to one person, only one nation will be allowed to vote while the voting rights of the others will be removed.

All rights, powers, and liberties not delegated to the government by this Charter shall be reserved for the Venerable Congregation.

A member of the Venerable Congregation may not be a member of any other political body that exists outside the ramifications of NOAH.

Players who started before April 1, 2007 that legally had multiple nations, may continue to have those nations while in NOAH. However; only one Nation may hold voting rights and all of that players nations must be in NOAH.

Members are expected to follow Cybernation game rules. Any perceived game rule violations will be reported to the Cybernation moderation staff and may lead to expulsion from NOAH for violation of Honor and Integrity. This will be determined by a Hearing before the High Court of NOAH.


[edit] Article III. Electoral Proceedings

NOAH shall hold bimonthly elections, in which any member nation may run for any office permitted as defined in Article IV, Sub-Article IV.I, and each member nation of the alliance is entitled to a single vote. Newly elected officials begin their term after the closing of all voting polls, and shall hold their office for a period of two months.

The terms shall be in two-month periods, these periods being Jan/Feb, Mar/Apr, May/Jun Jul/Aug, Sep/Oct, Nov/Dec.

The electoral process shall consist of nominations, debate, and voting. Nominations will open seven days prior to the end of the 2-month period, and shall go for two days. Upon the closing of nominations, three days of debate time shall begin. Two days prior to the end of the month, polling will begin and shall last for a period of two days. The Director of Internal Proceedings will be responsible for starting and supervising all election related topics and performing all duties related to the running of the electoral process.

The person receiving the most amount of votes in terms of a simple majority will take the respective office being run for.

If any of the three High Court Justice positions remain empty post-election, the other High Court Justices have the authority to pick another. The choice will be approved by the Director of the Congregation.

If, during the term of office, a government officer is removed by the court, leaves the alliance, or is otherwise unable to complete their duties, the Director of Internal Proceedings shall initiate the electoral process within one day(24 hours) of the vacancy except when said vacancy occurs within two weeks of the end of the term. The new officer(s) term(s) will expire after the polls close at the next scheduled elections.

No Governmental Director or holder of other Governmental offices, as defined in Article IV, may hold any office of any other Governmental position within NOAH. No member of NOAH may run for election in more than one Governmental or Court position each term.


[edit] Article IV. Directors and Other Governmental Offices

Sub-Article IV.I Prime Directors of Specified Duties

The Director of the Congregation is the head of the government and state of NOAH and represents the respective members of the Venerable Congregation. He shall oversee all proceedings of the Venerable Congregation, act on the Venerable Congregations behalf, and serve in the best interests of NOAH and its members. The Director of the Congregation is elected by the Venerable Congregation in accordance to Article III. It is the Director of the Congregation’s duty to, within two days of taking office; appoint the positions of Director of Internal Proceedings, Director of Foreign Affairs, Director of Defences and Director of Finances. The Director of the Congregation has the power to propose documents involving foreign political bodies as defined in Article II.

The Director of Defenses is delegated the power to do what is deemed necessary to promote the defense and security of NOAH and its individual members. The Director of Defenses is responsible for maintaining a capable force to defend NOAH as well as coordinating defensive efforts within both peace and hostile situations. The Director of Defenses is not permitted to under any circumstances commit or commission any form of espionage. The Director of Defenses is appointed by the Director of the Congregation. If this position is not filled after the space of one (1) week following the Election of the Director of the Congregation, the High Court has the power to call for a vote on the position, following current procedures.

The Director of Foreign Affairs is the chief of diplomatic actions and represents NOAH’s diplomatic policies to other alliances. The Director of Foreign Affairs' duties include establishing embassies with foreign bodies, commissioning ambassadors to these respective foreign bodies, proposing and negotiating documents, agreements, and treaties with foreign political bodies, working towards peace within hostile situations as well as retaining the peace within both stable and unstable circumstances, and performing any needed actions to establish a stable and appropriate foreign policy. The Director of Foreign Affairs is appointed by the Director of the Congregation in accordance to Article III. If this position is not filled after the space of one (1) week following the Election of the Director of the Congregation, the High Court has the power to call for a vote on the position, following current procedures. The Director of Foreign Affairs has the power to propose documents involving foreign political bodies as defined in Article II.

The Director of Internal Proceedings is responsible of maintaining a strong internal structure within NOAH. The Director of Internal Proceedings is to manage all internal institutions of NOAH, accept or deny applications for admission into NOAH, supervise all media productions, educational resources, and informative material, and will aid new members of NOAH in getting started within the alliance. The Director of Internal Proceedings must also manage the electoral process as defined in Article III. The Director of Internal Proceedings is appointed by the Director of the Congregation in accordance to Article III. If this position is not filled after the space of one (1) week following the Election of the Director of the Congregation, the High Court has the power to call for a vote on the position, following current procedures.

The Director of Finance is given the task to manage all financial proceedings within NOAH. It is the Director of Finance's responsibility to supervise all aid and loan requests with NOAH and to oversee trading occurring between the respective nations within NOAH. The Director of Finance is delegated the power to establish financial programs and institutions for the betterment of NOAH as well as managing any existing bank nations of NOAH. The Director of Finance is appointed by the Director of the Congregation in accordance to Article III. If this position is not filled after the space of one (1) week following the Election of the Director of the Congregation, the High Court has the power to call for a vote on the position, following current procedures.


Sub-Article IV.II Assistant Directors

Each Prime Director of Specified Duties, as defined in Article IV, Sub-Article IV.I, apart from the Director of the Congregation, is to appoint two Assistant Directors to aid them in the carrying out of their duties. These Assistant Directors are delegated whatever power their Prime Director appoints to them that is within the respective Prime Director’s powers. It is the responsibility for the Prime Director to define what powers the Assistant Director has within their field of duties. The Prime Director may not give an Assistant Director a power that the Prime Director himself does not have.

When an Assistant Director performs a governmental action, it is on the behalf of the Director.

The Prime Director of Specified Duties always has the power to override the governmental actions of an Assistant Director.


Sub Article IV.III Director of Dictatorial Statuses and Duties

In the case of emergency situation the Director of the Congregation may move to be appointed the powers of Director of Dictatorial Statuses and Duties.

For the Director of the Congregation to be appointed a Director of Dictatorial Statuses and Duties, three (3) of the Prime Directors apart from the Director of the Congregation, as defined in Article IV, Sub-Article IV.I, must approve of the movement and four-fifths (4/5) of the Venerable Congregation must approve of the movement, as evidenced by a poll that will be open for one twenty-four (24) hour period.

Once the Director of the Congregation is appointed to Director of Dictatorial Statuses and Duties, he shall hold that position for a seven (7) day period. The period of time served as Director of Dictatorial Statuses and Duties may be extended by three (3) days if the emergency situation still exists by a separate movement and three (3) of the Prime Directors apart from the Director of the Congregation approve and another poll takes place that passes with a four-fifths (4/5) majority of the Venerable Congregation approves that lasts for a period of twenty-four (24) hours.

The Director of Dictatorial Statuses and Duties is delegated complete control of NOAH and its actions in terms of both Internal and External policies and powers. The governmental actions of any existing Directors may be overturned by the Director of Dictatorial Statuses and Duties. Existing Directors, although they retain their duties and powers, are treated as advisory positions while a Director of Dictatorial Statuses and Duties exists, as that they may still perform functions, but only at the approval of a Director of Dictatorial Statuses and Duties.

The Director of Dictatorial Statuses and Duties is not, however, given the power to change this Charter or deny and/or overrule a sentencing, declaration, or ruling by the NOAH High Court.


Sub Article IV.IV NOAH High Court, High Court Justices, and Powers

The NOAH High Court shall judge civil and criminal cases and shall consist of three elected individuals serving in an independent, adjudicating role. The judicial power of NOAH is vested under this one High Court.

All defendants are until proven guilty; have the right to a speedy, public, and fair trail; shall not be twice put in jeopardy for the same crime; and have the right to choose individuals to represent their case at their own discretion.

The NOAH High Court will convene after a grievance and substantial evidence has been presented by one member against another. The NOAH High Court may reject to hear any case upon unanimous decision. Such a rejection shall not prohibit similar charges being brought in the future against the accused. The NOAH High Court will hear testimony and review evidence at its discretion, and thereafter deliberate in private.

The High Court will determine whether the accused is guilty or not guilty. If found guilty, the High Court will determine appropriate punishment. If found not guilty, the accused will be free to go. All High Court decisions and rulings must be made public.

Sentenced members of the alliance have the right to an appeal. This appeal must be presented before the NOAH High Court and a two-thirds (2/3) majority of NOAH High Court Justices must approve a retrial. Substantial evidence of the Court’s wrongful sentencing must be presented. The appeal process will work in concordance to the rules laid out above. Court sentencing may only reiterate a previous punishment or overrule it. No new sentencing may be laid. No more appeals may be given to the same case after one has already been given.

High Court Justices will be elected every two months. Elections will occur on every even-numbered month. All three Justice positions will be up for election during these times.

The NOAH High Court has the exclusive power of interpreting the meaning of this Charter.

The NOAH High Court, if it finds a governmental official guilty of a criminal or civil breaking of this charter in the process of governmental actions, has the ability to remove the respective government official from office, if all three (3) NOAH High Court Justices agree unanimously on doing such.


Sub-Article IV.V Ambassadors to Foreign Political Bodies

Ambassadors to foreign political bodies are ordained by the Director of Inter-Alliance Relations. Ambassadors are not defined as governmental positions. A Prime Director however may not also be an ambassador. Ambassadors are given the power to propose a document involving a foreign political body as defined in Article II. Ambassadors, however, may only propose a document involving a foreign body if they have been appointed ambassador to the respective foreign body pertaining within the document


[edit] Article V. Expulsion of a Member of NOAH

The Director of the Congregation may immediately expel without trial any NOAH member if the member launches nuclear weapons without authorization except if said launches are in direct response to nuclear attacks on NOAH members, in which case the target is limited to the nation who first used nuclear weapons against NOAH members. The Director of the Congregation must notify the High Court in such a scenario. A two-thirds (2/3) majority of NOAH High Court Justices is required to overturn the expulsion, in which case the Director of the Congregation may still bring the member to trial.

The Director of the Congregation may suspend the membership and limit the access of any NOAH member if substantial evidence of treason or sedition can be presented against that member. The Director of the Congregation must notify the NOAH High Court in such a scenario. The NOAH High Court will proceed immediately to trial.

Any nation having been immediately expelled without trial may petition the NOAH High Court, in person or through an appointed nation, to review the events justifying the expulsion of said member. After conducting such a review, a two-thirds (2/3) majority of NOAH High Court Justices shall be required to reinstate an expelled nation, in which case the Director of the Congregation may still bring the member to trial.

The NOAH High Court may expel a member found guilty of a crime as punishment as it sees fit.

If a member engages in espionage in any way they shall be immediately expelled, as that it is dishonorable and shows a lack of integrity.


[edit] Article VI. Hostile Actions and Responses to Hostile Actions

NOAH is a peaceful institution with its actions enforced by honor, respect, and integrity. It will not engage in hostile actions with any foreign body without provocation. NOAH will only engage in hostile actions in response to hostility or the financial facilitation of hostility against individual members, NOAH, or her allies.

A member of NOAH is not permitted to engage in war or aid a warring foreign political body unless NOAH is in a state of war.

The power to engage in retaliatory actions against hostility is given to the Director of the Congregation, Director of Defenses, and Director of Inter-Alliance Relations. If all three (3) of the previously stated Prime Directors decide to engage in retaliatory actions against hostility then war is declared on the respective foreign political body that performed hostility. If a Director of Dictatorial Statuses and Duties exists, he may declare war instantly, without otherwise approval.

Once war is declared a poll will be set up for the Venerable Congregation that will last for a period of twenty-four (24) hours. If the Venerable Congregation approves of the war by a simple majority, the war shall continue. If it does not approve then the war must immediately cease, if such is possible.

NOAH shall withdraw from a state of war if either the Venerable Congregation wishes to do so as evidenced by a poll and supports withdrawal by a three-fourths (3/4) majority or is all three (3) of the aforementioned Prime Directors decide to declare peace. If a Director of Dictatorial Statuses and Duties exists, he may declare peace instantly, without otherwise approval.

If a foreign political body declares a state of war on NOAH, then any nation within NOAH is permitted to defend itself or defend it fellow nations that have already been attacked.

This Charter is hereby recognized as the binding legal document that governs the alliance known as Nations Of Ascended Honor. It shall be upheld with honor, integrity, and respect.
