The charter's purpose is to clearly state the ideas and principles of the Phoenix Rising alliance. We are an alliance devoted and dedicated to it's members. We are loyal first and foremost to our brothers and sisters of Phoenix Rising. This devotion and loyalty extends to our friends and allies across all the spheres.

I, _________________ desire to enter the ranks of Phoenix Rising. I will follow the code of conduct of Phoenix Rising. I will stand by my brother and sister nations in times of peace and prosperity and the dark days of war and turmoil. I will defend Phoenix Rising from all attacks. I will serve Phoenix Rising in it's defense of her allies and friends. I will hold myself to a higher standard and adopt the traits of honor, decency and respect for others. I will do everything in my power to reflect favorably upon my alliance in every aspect of my nations existence. I understand and acknowledge that breaking of this oath will result in expulsion from Phoenix Rising and may subject me to other actions as deemed fit by the members in the alliance.


[edit] Law and Order


A. No Phoenix Rising member may be part of another alliance.

B. At no time shall a member of the Phoenix Rising use a nuclear weapon in an offensive manner unless ordered by the Arbiters. PhR members shall only launch Nuclear weapons in defense of their nation from a nuclear attack. During times of war, the PhR maintains that it will not launch pre-emptive strikes using nuclear weapons. If an alliance at war with Phoenix Rising launches nuclear weapons on the alliance or our allies, the entire enemy alliance is subject to nuclear attack.

C. No Phoenix Rising member shall spy on any other alliance except during wartime and only upon approved enemy nations.

[edit] Initial Ranks


A Seeker is our lowest ranked member. This rank is made up of the newly accepted to Phoenix Rising. These probationary members are under the advisory of an assigned mentor and other higher ranking members. A member will remain a Seeker until they have demonstrated sufficient knowlege and capability to their mentor. Once this is accomplished, the member will be promoted to Initiate.

An Initiate will be considered a full member of Phoenix Rising. Members at this level enjoy the fellowship with other members on the forums and IRC. Initiate's have full voting rights to any vote put forward to the general membership. Initiates can take advantage of all aid programs, tech and trade circles, and any other growth program offered by Phoenix Rising. Initiates are entitled to war and rebuilding aid as well. If an Initiate fails to log into the forum during a three month period the Initiate will be placed on a sabbatical. Their place among the brothers and sisters of Phoenix Rising will be preserved and they will be welcomed back when they are able to return. Unfortunately, an Initiate on a sabbatical will not be eligible for any war aid, rebuilding aid, or other programs until they return. An Initiate on a sabbatical will be expected to maintain all trade circles with other members during their time of inactivity. If an Initiate is attacked while on sabbatical, they will receive the full protection of Phoenix Rising, but will not be eligible for war aid or rebuilding aid until they return. Aid will only be granted in cases of this nature upon approval by the Arbiter of Hope. Initiates can request to be placed on sabbatical voluntarily if a known extended period of inactivity on the forum is expected. War aid and rebuilding aid requests from Initiates who voluntarily placed themselves on sabbatical will be considered before those requests by Initiates on sabbatical due to inactivity.

[edit] Intermediate Ranks


Each House has it's own set of intermediate ranks. The rank title is different with each House. All Initiates are encouraged to become active with one of the Houses. Upon applications and acceptance in one of the Houses, the Initiate will be promoted to the first of three intermediate ranks.

[edit] Intermediate Rank 1:

House of Wisdom: Acolyte
House of Hope: Adept
House of Strength: Guardian

At this level, the member will perform various tasks as requested by the respective Arbiter of the specific House or their designee. Generally, a member at this level will answer directly to the member possessing the next rank above them. Members at this level are expected to be active on the forums and IRC when needed. Members at this level are also required to particpate in one tech program and one have one trade partner who is an alliance member. Upon stepping down, the member will revert to the rank of Initiate.

[edit] Intermediate Rank 2:

House of Wisdom: Disciple
House of Hope: Guide
House of Strength: Knight

Upon successful and notable performance at the rank 1 level, the opportunity for promotion may present itself to rank 2. Only the most dedicated members with sustained presence on the forums and IRC will be considered for such positions. At this level, the member will act as a direct assistant to the level 3 rank (see below). The member will perform special tasks as directed and oversee activities of lower ranking members within their House. In order to be promoted to rank 2, a members performance must be notable and sustained. The members name will put forward and upon approval by the Arbiter of their respective House, the member will be promoted. The Houses have limits on the number of these positions. The member at this level is expected to be on forums and IRC, perform all assigned tasks and participate in one tech program and have at least two trade partners from within the alliance or in some cases an approved ally. Upon stepping down from this position, the member can revert to the previous rank if they want to continue working within the House. If the member is stepping down and not continuing service within the House, they will assume the title of Journeyman. Sabbaticals are allowed as long as member steps down voluntarily from their rank. All aid programs to members of the Journeyman ranks who voluntarily enter sabbaticals are at the discretion of the Celstial Council. Journeyman who enter a sabbatical due to inactivity will retain their title of Journeyman but will not be allowed to participate in any aid programs.

[edit] Intermediate Rank 3:

House of Wisdom: Oracle
House of Hope: Master
House of Strength: Lord

These members have distinguished themselves in their fields. Upon selection by the respective Aribiter of their House and approval by a majority of all Arbiters, the member will be promoted to this rank. These members will act as directors and leaders of Temples, Shrines or Citadels dependent on which House they serve under. There are a limited number of these positions in each House. These members answer directly to their respective Arbiter of their House. Upon stepping down, these members will assume the title of Sage. Removal from office does not apply and the member will revert to the Journeyman rank if they are removed from office. Their experience will be recognized by awarding the title of Journeyman.

Sabbaticals are allowed at this level as long as the member steps down voluntarily from their rank. All aid programs to members of the Sage ranks who voluntarily enter sabbaticals are at the discretion of the Celstial Council. Sages who enter a sabbatical due to inactivity will revert to the title of Journeyman and will not be allowed to participate in any aid programs. Upon return, they will remain with the title of Journeyman.


[edit] Advanced Rank:


Eternals serve on the Council of Ethereals. Eternals are Arbiters who have stepped down from the Celestial Council in good standing. Arbiters, as long as they are in good standing determined by the Arbiters and the Council of Ethereals, will automatically be inducted into the Council of Ethereals upon retirement from their Arbiter position. If a member of the Arbiters is deemed incapable of performing their duties then a unanimous vote by the Council of Ethereals can remove them. If a member of the Council of Ethereals leaves the alliance, that member will not be allowed back into the Council in the event they are accepted back into the alliance at any future date. They will be given the rank of Initiate upon entry and can work their way back up the ranks again. In the event that a Council of Ethereals does not exist due to no retired Arbiters, then a vote of 2/3 of the Arbiters can remove an Arbiter from office. Once a Council of Ethereals exists with at least three members, the rule will be null and void unless the Council of Ethereals drops below three members. At that point the original rule will apply.


The Celestial Council is the government and High Council of Phoenix Rising. It will be made up of three Arbiters with their duties split into three parts:

Arbiter of Wisdom
(In charge of foreign relations, external contacts, recruiting, spokesperson)

Arbiter of Hope
(In charge of economic growth, tech programs, banks, education)

Arbiter of Strength
(In charge of military growth and maintenance, keeping order within alliance)


[edit] III. Procedures of Phoenix Rising


[edit] A. Censure

The Celestial Council reserves the power of censure. In the event that any member of the alliance acts in a way that is detrimental to the well being of the alliance, its members, or its allies, they may be brought under censure. The actions and/or words of the member(s) subject to censure will be recalled and they will be subject to reprimand by the council, which will decide punishment. One member of the council can censure but the remaining two can overturn the censure placed by the individual Arbiter.

In the event that a member of the Celestial Council is subject to censure, his/her place upon the council shall be occupied by a Eternal until such time as the situation has been resolved to the satisfaction of the council, or until a suitable replacement can be found. If there are no Eternals available to sit on the high council then a member of the rank of Lord, Oracle, Master or Sage can be appointed by the other two remaining Arbiters.

[edit] B. Member Removal:

The power to remove members from the alliance rests with the Arbiters. In the event that the Arbiters decide to remove a member, it must be done by a two thirds vote. One Arbiter can suspend a member until the other two are able to cast their votes on the removal.

In the event that a Arbiter is deemed by his/her peers (a two thirds vote of the high council) to be unfit or unworthy of his/her post and/or membership in the alliance, a special court will convene, called the Court of Tears, to decide if the Arbiter shall remain. This court shall consist of the Eternals, Lords, Oracles and Masters. Sages are not allowed on the court. The remaining Arbiters will present their case to the Court of Tears. A simple majority will decide the fate of the Arbiter in question. In case of a tie vote, the Arbiter will be removed.

[edit] C. Resignation:

Phoenix Rising understands the stress of real life (RL) and know that many times unforseen events occur. Phoenix Rising encourages members to go on a sabbatical versus resigning from the alliance. In the event that a member decides to resign from the alliance, the member must send a private message to at least one Arbiter with your reasons for your resignation. If the member fails to follow this procedure, their act could be considered desertion and subject to disciplinary actions. Disciplinary actions may include repayment of aid or designation as a target by the House of Strength making the former member subject to attack. Desertion during an active war is grounds for immediate retribution from the House of Strength.

[edit] D. Declaration of War

A declaration of war against another alliance takes a unanimous vote in favor by the Arbiters accept in the case of honoring treaties where it will be an automatic declaration for support of our allies. If there is a conflict of treaties Phoenix Rising will remain neutral unless the acts of one alliance in conflict is so agregious that it shocks the concious of the Celestial Council.

It is the position of Phoenix Rising that we will not go to war with an established alliance except in the case of aggressive actions (including war, threats of war, intimidation, espionage, sabotage) against the alliance or any of its allies in good standing or to honor our treaty agreements.

In the cases of unaligned nations attacking Phoenix Rising members or retribution against former members kicked out for treasonous acts, it only requires a decision by one member of the Council.

Any decision made by one Arbiter can be overturned with a majority vote by the other Arbiters.

[edit] E. Treaties

Any treaty equal to or above a Mutual Defense Pact with Phoenix Rising and another alliance takes a unanimous vote in favor by the Celestial Council. Anything below can be passed with a simple majority vote by the Celestial Council. The cancelling of treaties and mutual aid and defense pacts must be decided by majority vote of the Celesital Council and Ethereal Council.

[edit] F. Disbandment

In order for Phoenix Rising to be disbanded a vote must be put to the General Membership. General Membership does not include Seekers or members on sabbaticals.

  1. The vote for disbandment must be opened for voting for seven (7) days/168 hours and it must obtain a 67% or better vote in favor of disbandment in order to take affect.
  2. It takes a unanimous decision by the Arbiters and Council of Etereals to bring a vote of disbandment before the membership of the alliance.
  3. In the event of a charter revision to terminate the position of Arbiter or Council of Eternals, the highest ranking position(s) at the time shall move for the vote in a unanimous fashion before the vote is put forth by the same body.
  4. This clause survives all time, is endless, irreversible, and no amendment henceforth may affect this clause in any fashion.

A change in the charter requires a unanimous vote by the Arbiters.

[edit] IV. Diplomacy

Phoenix Rising will conduct relations with countries fairly and courteously. Good relations with all alliances, great and small, is hoped for but we will not stand for insults or threats from any nation or alliance. We do not support terrorist organizations but for the security of Phoenix Rising we do believe aggressive action is sometimes needed and will reserve the right at any time to take such actions. We will always do our best to promote peace, friendship, and goodwill.

Our alliance members shall stand by all treaties made between Phonix Rising and other alliances. A nation found in violation of one of the treaty's passages shall apologize to the antagonized alliance and its punsihment will be determined by the Celestial Council.

Members of Phoenix Rising are not allowed to attack any nation without authorization from the Arbiters or their designee. If a member is found to be in violation of this they will be expected to end all wars immediately and pay retributions promptly. If a member refuses to do any of the two they will be removed from the alliance. Phoenix Rising holds the right to seek military action for charter violations.

Phoenix Rising will not use spies against any aligned nation, unless already at war with that nation. Any member found to be using spies without an approved Declaration of War will face punishment up to, and including expulsion, and possible military retaliation.

Any use of spies against a Phoenix Rising nation shall be considered an act of war, and the nation sending the spies shall be subject to the same treatment as any other attacker. Diplomacy will be attempted, but shall in no way replace our nation's rights to self defense.

All official communications and announcements to the outside originate here, monitoring of OWF and IRC conducted by staff

Temple of Initiation (recruiting):
Recruiting messages and referrals, application review, messaging to potential members

Temple of Clarity (foreign affairs, treaty management):
Management and review of treaties and pacts

Ranks within this House:

  1. Initiates choosing to work within the House of Wisdom are granted the rank of Acolyte.
  2. Working their way up, they can be selected at Disciples within the House by the next level...
  3. Oracles are in charge of Temples and answer to the Arbiter of Wisdom. They have the ability to make their selections for Disciple (deputies) to assist with duties with a maximum number of 3 disciples per temple

[edit] V. Mutual Respect and Honor Statement

We believe each member of Phoenix Rising should hold themselves to a higher standard. A member's behavior reflects upon the alliance as a whole. Phoenix Risings endeavours to be a strong, honorable and benevolent alliance with a renown reputation for such traits across the world of Cybernations.

Members are encouraged to offer constructive criticism in the Phoenix Rising forums. A decorum of respect and honor are required at all times. Fellow member's opinions and statements should not be ridiculed but afforded the same respect a member would expect afforded to themselves.

Members are allowed to express themselves without fear of reprisal, but their expressions should be respectful and without malice at all times.

Inflammatory statements will be removed for cause and an explanation will be placed in the deleted thread. The deleted statement will be archived for 30 days and available for viewing upon request to the high council.

Members are discouraged from making any statements on the Cybernations Forums or other outside forums that would make the alliance look anything but honorable, decent and respectable. Any members making such statements are subject to discipline even if the statements are prefaced with a disclaimer that the statement does not reflect the views of Phoenix Rising.

Members are expected to maintain a level of honor, respect and decency as members of the Phoenix Rising alliance.</center>
