Not sure, but it appears that either Monarchy causes +1 environment or Federal Government causes -1 environment.

Anyone else notice this? I'm making a tentative note on the main Government Type page.

You may be right. I just changed from Federal Government to Republic, noting your observation. I went from a 7.34 (Federal) to a 6.34 (Republic) -- a good thing as it improved my environment rating. (Environment is sort of backwards when it comes to ratings.) I now show 2.5 stars (up half a star) with a global radiation of about 4.34 at the time of this writing. --Shaudawn (a.k.a. I checked just now and no effect occured. I do not know if it has changed, but switching from Federal to Monarchy had no effect on my nation (as Federal was desired)
I checked and Federal government is at the moment causing -1 environment, tested as of July 31, 2007. I tested on my own nation, and multiple new nations have a number of supporters consistent with -1 environment which can only be explained by their government type, Federal government.
