I have seen Uranium and Iron paired.

I'm pretty sure all resources can be paired, but some are more likely than others. Some people have been adding pairings on the basis of one nation alone -- I believe this is incorrect.

My question is, in which order do bonuses stack if there is a flat bonus and a percentage bonus? Specifically, some things (like coal) hurt environment by 1 (if not default), while water improves it 10%. Is the 10% improvement before or after the flat 1 penalty? And do you still get the improvement if water's a default resource?
