The Centurion Brotherhood

The Centurion Brotherhood was founded in mid October of 2007. The alliance draws its lineage from the Centurion Defense Cell and The Brotherhood. For a complete history, visit the TCB History page.

[edit] Charter of The Centurion Brotherhood

[edit] Preamble

We, the nations of The Centurion Brotherhood,

EAGER to promote peace and prosperity throughout the cyberverse,

WILLING to defend ourselves and our allies against all odds,

BOUND by mutual friendship and respect, and

COMMITTED to growth and stability in the pink trading sphere,

HEREBY ENACT the following document, which will serve as our constitution.

[edit] Article I - Membership and Admission

The Centurion Brotherhood holds full authority over the following alliance affiliations: “The Centurion Brotherhood”, “TCB”, “TCB Applicant”, "TCB Academy", “TCB POW”.

2) Guidelines and regulations for admission shall be set up by the Praetor Urbanus or one of his Aediles.

3) Severe crimes against the stability or the safety of The Centurion Brotherhood may be punished with exclusion from the alliance.

4) Inappropriate and/or abusive behaviour, imposture and impersonation on any means of communications (including, but not limited to TCB boards, foreign boards, CN main boards, IRC, in-game messages, IM) will not be tolerated and punished by any means deemed necessary by the Praetor Urbanus.

[edit] Article II - The Cabinet

The Cabinet consists of the King, the elected Praetores, and the appointed Quaestores. It is responsible for all legislative decisions except charter amendments and emergency measures. Every other bill shall be passed with a 50% majority in the Cabinet.

2) The King is the highest authority of The Centurion Brotherhood. He shall be in office for lifetime or upon resignation. He has two votes in the Cabinet and an additional tiebreaker vote. He will name a Praetor, Tribunus Plebis or Quaestor as Consul, who will be his close advisor and deputy in case of absence. Should the King resign, a succesor shall be elected by absolute majority within one week. The Consul shall take on the King's duties and position during the interregnum.

3) The Praetores are the secretaries of the key departments. They shall be elected by simple majority. Every alliance member with at least one month of seniority is eligible. Each of them has one vote. A member may be elected for more than one Praetor position, he will, however, have only one vote. If no member runs for a Praetor Position, the King may appoint one. a) The Praetor Urbanus shall be responsible for conducting the internal affairs of The Centurion Brotherhood. b ) The Praetor Peregrinus shall be responsible for conducting the foreign affairs of The Centurion Brotherhood. c) The Praetor Militum shall be responsible for organizing and leading the armed forces of The Centurion Brotherhood. d) The Praetor Incipius shall be responsible for all aspects of treasury and commerce.

4) Tribuni Plebis are Cabinet members with a vote, but no department. Their number shall always be impair and will be set by the King before each election. They will be elected by simple majority.

5) The King may decide to create additional departments as deemed necessary. The leaders of said departments, the Quaestores, shall play an advisory role in the Cabinet without having a vote.

6) The Praetores may decide to create subdepartments corresponding to their duties. Their leaders, the Aediles, shall not be part of the Cabinet, however. Military commanders will be considered Aediles as well.

7) Tribuni and Praetores shall be elected at the first day of each even month.

8) Praetores and Tribuni may be removed from office by a 66%-vote of the general membership and an unanimous Cabinet vote. The King and the Cabinet member to be impeached shall have no vote in said Cabinet vote.

[edit] Article III - War and Peace

The Cabinet may declare war on any other alliance, group, or single nation. A declaration of war is not necessary if The Centurion Brotherhood has been declared war upon or has been attacked without one.

2) The Cabinet may sign any treaty of peace, ceasefire, or armistice as long as it dosen’t require the disbandment of The Centurion Brotherhood. Such treaties shall never be signed.

3) In case of a severe threat to The Centurion Brotherhood’s internal or external stability or safety, an emergency measures vote shall be hold with all members having one vote. In case of approval, the King shall receive total power until the incident is over. This does not include the power of amending the constitution.

4) All nations are encouraged to gain access to nuclear weapons. Their use, however, is restricted to the following cases: a) Direct retaliation after a nuclear attack. A member hit by nuclear weapons may hit back the aggressor with own nuclear weapons. Sabotage against nuclear weapons may be deemed a nuclear attack on a case-by-case basis. b ) Following a direct order from the King or the Praetor Militum.

5) The Centurion Brotherhood disapproves of the practice known as “tech raiding”. Nevertheless, it will be tolerated under the following circumstances: a) The target nation may not be member of an alliance. “Alliance” is defined as any group of at least 2 nations with the same alliance affiliation (“none” is not deemed an alliance affiliation). b ) The target nation may not be a member of the pink or red trading sphere. c) A raid consists of two ground attacks and a peace offer. Everything exceeding these limits will be viewn as a rogue attack and treated accordingly. d) There will be no aid from The Centurion Brotherhood, be it military, monetary or diplomatically, in case a raid goes wrong. Single nations may decide to send any form of aid, however.

[edit] Article IV - Final Provisions

Amendments to this charter shall be passed with a 66% vote by the general alliance membership.

2) Cowboy Cornholio of Orwellia shall be the King after ratification of this document. He shall appoint the first cabinet. The first Praetor/Tribunus election shall be hold on June 1st, 2009.
