The Moralist Front is a congress dedicated to founding an alliance based upon the tenets of Moralism, those being Honor, Self-Determination, and Liberty.

[edit] Founding Statement

We are standing at a crossroads. The war is almost over, and we have seen unparalleled destruction on both sides. Yet, now, what comes next is not so sure. One power has now been defeated, majorly, for the first time in its history. It is now up to the rest of us to make sure that what we started will not be forgotten. I have heard and seen too many cry for the destruction of the opposition; their bloodlust drowning out their reason. I have had enough of that mentality. "Might makes right" is no longer good enough.

Moralism has won a major victory. But we cannot rest easily, for such a sleep would be difficult indeed. We have acted in defense of these principles: self-determination, liberty, and honor; and we cannot let them out of our sight now. I vow now to defend these principles for which we have already fought so dearly. I ask the world to do the same.

It is in this spirit that I call together a Congress. It will be easy for many to forget what we have lost along the way, and simply go back to the old ways. We must always be watchful, and we must always be ready to meet whatever new threats to our liberties that might arise. The purposes of this Congress are the following:

  • To define the concrete goals of Moralism, and give it a purpose in moving forward
  • To create an alliance that follows this vision, and protects these goals, based on the bonds of mutual respect and an understanding between its members

The Congress shall be divided into two groups. Members will be considered a part of the formative alliance, and will wear 'The Moralist Front' as their alliance affiliation. Members will be allowed to vote on all measures and be directly involved in forming a Constitution. Delegates shall consist of interested parties from other alliances. Delegates will be allowed to weigh in on debates in the Congress, but shall not be allowed to vote.

Article I:

The Moralist Front shall be governed, first and foremost, by its Congress. All members of the Moralist Front, hereafter referred to as "citizens" shall have the same voting power in all legislative matters, including, but not limited to the passing of resolutions and portions of the Constitution. No actions shall be taken by any agents, either foreign or domestic, to undermine the rights of all citizens, these being the freedom of speech and freedom of association.

All votes shall occur in specific voting threads. Votes shall be made openly, and counted via the posts of citizens. Votes of "yes" shall be taken to mean the affirmative, and "no" to mean the negative.

Article II:

The Moralist Front shall have, for the purpose of presenting a consistent face of the alliance to the outside world, and for the purpose of guiding internal discussions, a Speaker. The Speaker is charged with the duty of making all of the Moralist Front's formal announcements on the Cybernations Open-World forums. The Speaker shall be considered the Moralist Front's head diplomat, and shall have the duty of representing the Moralist Front in all negotiations and discussions involving foreign powers.

The Speaker is responsible for guiding the Moralist Front in making decisions that fall within the bounds of moral imperatives, though his word shall have no binding power in legislation.

The Speaker shall have no executive powers.

The Speaker shall be elected should the Moralist Front find itself without a Speaker for whatever reason. There shall be a 48 hour period of discussion, wherein potential candidates may put themselves forward for consideration. Immediately afterward, a vote will be had in the General Assembly. A candidate must win a majority of voting members, otherwise, those two candidates who have gained the highest plurality of votes shall enter a run-off.

Article III:

The General Assembly of the Moralist Front shall consist of all citizens who have both applied to the Moralist Front and been naturalized. The General Assembly is responsible for handling all matters of import regarding the Moralist Front. All matters proposed to the General Assembly must first undergo a reasonable period of discussion. In mundane matters, such as the passing of routine or non-pressing legislation, the discussion period shall be no less than 48 hours long. In all votes regarding the Constitution, the discussion period shall be no less than 72 hours long. In cases of emergency, or where there exists a clear and present danger to the alliance, proposals may be put up for vote immediately.

The General Assembly shall have, but not be limited to, all of the following responsibilities:

The passing of domestic legislation.

The writing and passing of Constitutional Articles, Sections, and Amendments.

The ratification of treaties or accords with foreign powers.

The appointment of the Speaker, Consuls, and other officials whose purpose is to serve the General Assembly.

Conducting the trials of parties accused of crimes against the alliance.

Article IV:

The Office of the Consul shall be established for the purpose of handling jobs within the alliance that are not covered by this charter. Citizens may, at any point, nominate another citizen for the position of Consul in a specific discipline. A nomination thread will be made and discussed before the General Assembly, in a period of 48 hours. Immediately afterward a vote shall be taken. The nominated citizen must receive approval of the majority of voting citizens.

Consuls shall have all the powers expressly given to them by the legislation nominating them, these powers not to exceed or trump the powers of the General Assembly. Consuls shall never be granted powers that would allow them to interfere with the rights of citizens granted in this Charter.

Article V:

The General Assembly is the highest authority in the Moralist Front. At any time, should the Speaker, Consuls, or other officials be found in dereliction of duty, or to have committed a crime against the alliance's security, any citizen may put said official up for removal. A 24 hour discussion period will follow, after which the General Assembly will make a vote. Two-thirds approval of voting citizens must be achieved in order to effect a removal.

Should any citizen be suspected, with good reason substantiated by non-circumstantial evidence, to have committed an action deliberately to harm the well-being of the Moralist Front, any other member may put them up for expulsion. This citizen will be afforded a public trial, carried out over a period not to be less than 48 hours. A vote shall be taken regarding the issue of their expulsion at the end of this period. Three-fourths approval of voting citizens, not including the accused, must be achieved in order to effect an expulsion.

Article VI:

Any citizen may, at any time, propose an amendment to this Charter. The proposed amendment will be discussed and edited for a period of no less than 48 hours. Immediately afterward, a vote shall be taken. The amendment must receive the approval of two-thirds of voting citizens to be considered valid. If so, it will be added to the Charter and immediately go into effect.
