Charter of The Prolific Empire
Article I: Preamble
The charter of The Prolific Empire is hereby established to protect the happiness, rights, and freedoms of its alliance members. The Prolific Empire (henceforth known as TPE) is an alliance that promotes world peace & diplomatic solutions to conflict; however, it will not shy away away when the time for military action arrives.
Article II: Membership
A: Requirements
Any nation can apply to join TPE as long as said nation is:
1. Not a member of another alliance. 2. Not at war with any other nations. 3. On the orange trading sphere. 4. Not on a ZI list.
B: Applications
All applications submitted to TPE will be handled by the Minister of Foreign Affairs or an appointee. It's completely at their discretion whether to accept a member or not.
Applicants must:
1. Fill and complete the required application. 2. Change their team color to orange if they have not already done so, unless implied otherwise. 3. Register an irc account, and connect onto TPE's irc #empire on Coldfront.
Article III: Government
A. Supreme Leader of TPE
The Supreme Leader reserves all powers not specifically delegated to the ministries. Line of succession: Minister of Foreign Affairs, Minister of War, Minister of Economics. If the Supreme Leader is not available the next minister in the Line of succession holds temporary command. In the event that is the Supreme Leader is removed from office or is gone for longer than one week unannounced the line of succession is followed until a new Supreme Leader is elected by majority vote.
The supreme leader is the leader of all TPE members and provides the final say on all issues, including, but not limited to:
1. Declarations of War 2. Expulsion of Members 3. Signing of Treaties 4. Appointment of Ministers when needed
Impeachment: Any supreme leader may be impeached with a vote of no-confidence that is supported unanimously by the guardian council, ministers and 75% of the GA. If passed, MoFA will serve temporarily as Emperor until a new Emperor is elected by the general membership.
B. Ministers - The three ministers are appointed by the Supreme Leader.
Minister of Foreign Affairs - Handles all the work for TPE embassy's around planet bob. Minister of War - Handles the military, serves as the alliances minister of defense. Minister of Economics - Runs the economic programs of TPE. Set's up trades , tech , and programs for nations.
D. Guardian Council
The guardian council is made up of three members that hold no other post, government or military. All decisions made by the council must be by a majority vote of at least 2 council members. The council has is in charge of oversight of the Supreme Leader and elections. It also must approve any treaty containing a non-optional military clause. The council is a 3 group party that is elected every 4 months. The election is held by the minister of foreign affairs and overseen by the supreme leader.
Article IV: Elections
Elections are to be held every 4 months for the guardian council position. The minister of foreign affairs will run the elections, if he is not available the supreme leader shall run it. The voting shall be done by the GA, but the supreme leader cannot vote in such elections.
Article V: Expulsion
Any member can be expelled from TPE by the supreme leader at his discretion. If any member has been asked to be expelled it shall be brought to the guardian council with the supreme leader having the final say.
Article VI: Amendments to the Charter
Any nation can suggest an amendment to the charter. For the amendment to pass the guardian council must have a unanimous decision with supreme leader approval.
Article VII: Military and War
The alliance of TPE recognizes that planet bob changes frequently and that war is an option at times. The TPE army is commanded by the minister of war and his staff. Any offensive or defensive wars are to be done by him/her. The supreme leader can reject any optional treaty's that have been asked to be activated. For anything higher than an optional treaty the 2/3 guardian council and supreme leader approval must be in order.
A. Nuclear Battle
For the use of nuclear weapons in a war, approval from the minister of defense and the supreme leader is needed. If a nation has been attacked by a nuclear weapon that nation has the right to launch his/her nuclear weapons unless said otherwise.
B. Aiding
If a nation is at war with a nation from TPE that nation is considered an enemy of the alliance. Any foreign aid to an enemy of TPE shall be first approved by the supreme leader.
Article VIII: Conclusion
This document is the sole law of TPE, all members must follow this and control his nation like said.
