Vladimir Pruchenkov Nikanor, the founder of the Federal Republic of Dresden, is currently serving as the First Official Secretary of Defense of the Cascadian Republic. He is a long standing promoter of Germanic Nationalism and is one of five founders of the Volksleitung. He is a great friend and ally of Kaiser Martens and has worked with him on many occasions. He was a high member of the Nordreich until he was taken out of his Military power due to his ambitions.

Nikanor has an obsession with flying, and is known for his superior piloting capabilities along with his designs for modern and even futuristic aircraft designs.
